Ice start melting at 0°c. Why do ice can't melt at a temperature below 0°c..​

It is because heat increases the Kinetic Energy of water molecules. This kinetic energy helps the water molecules to overcome their inter-molecular forces and hence change their state from solid to liquid.

But below 0°C, the energy required to break these forces is not gained hence it remains ice.
