A) while putting clothes for drying we spread them out as it increases the surface area which in turn helps to increase the rate of evaporation.

(B) Water coolers are not effective on a rainy day because they work on the principle of evaporation. The heat evaporates along with water to provide cool air. But, on a rainy day, there is high humidity which reduces the rate of evaporation, thus reducing the cooling effect.
