soap is not a covalent compound... soap is a salt! a sodium salt of a fatty acid, to be more precise..... so of course, just like with table salt, when you dissolve it in water, you get ions. those charged particles are going to be really good at conducting electricity. the conductivity wasnt because of the water, it was because of the ions dissolved IN the water
