Interrogative adjectives are those adjectives which asks a question but simultaneously describes a noun. 
Eg:- What, Whose, Where, Why, How, Which
Whereas
Interrogative pronouns are those pronouns which do not tell about any noun, means they stand alone. 
Eg. :- who, whom etc.

"WHO" is an interrogative pronoun and not an adjective.

I am providing examples of both:Interrogative pronouns as well as Interrogative adjectives.

Now their use in sentences :-
1) Interrogative pronouns =>
i) Who will be dancing next ?
ii) What is your agenda ? Etc.

2) Interrogative Adjectives=>
i) Whose bag is this ?
ii) What material is this cloth made up of ? 
iii) Whose pencil is this ? Etc.

As far as your question is concerned, I already told above that WHO is an interrogative pronoun and not an interrogative adjective and it cannot be converted into an adjective as well.

For better understanding, frame sentences with Who.
Who is your friend ?, Who is your favorite teacher ? Etc.
You can see that , who does not describes any noun, it is always standing alone, so it can only be used as an Interrogative pronoun and not as an interrogative adjective.

WHAT is a kind of Interrogative pronoun which can also be used as an Interrogative adjective,I have given the example above. Have a look.
