Solution :-

→ (2p - 3q)² = 0

→ (2p - 3q) * (2p - 3q) = 0

taking them equal to zero now,

→ (2p - 3q) = 0

taking 3q to RHS side and changing the sign,

→ 2p = 3q

multiply by 3 both sides,

→ 3(2p) = 3(3q)

→ 6p = 9q ----- Eqn.(1)

then,

→ (6p/9q)

from Eqn.(1),

→ (9q/9q)
