Volume of solution is 250ml = 250/1000 litre = 0.25l
So concentration of NaOH in this case is 0.1/0.25 =0.4moles per litre

Mass of solute ÷ Mass of solution = concentration percentage.
0.1 ÷ 0.25 = 0.4 %
