4x = 64
x = 64/4 = 16

 {16}^{ - 2}  \div  \frac{1}{ {16}^{ - 4} }  \times  {16}^{ - 6}  \\  {16}^{ - 2 - ( - 4) - 6}  \\  {16}^{ - 2 + 4 - 6}  =  {16}^{ - 4}  \\  \frac{1}{ {16}^{4} }  =  \frac{1}{65536}

If 4x = 64
So, x = 16

x^-2 / (1/x)^-4 * x^-6
= 0.0039 / 65536 * .0000000059
= 3.51 * 10^-16
