4x - y + 3x - 2y = 13 + 7

7x - 3y = 20

7x = 20 + 3y

x =  \frac{20 + y}{7}

4( \frac{20 + y}{7} ) - y = 13

80 + 4y = 7(13 + y)

80 - 91 = 7y - 4y

 - 11 = 3y

y  =   \frac{ - 11}{3}
