${7}^{x - y} = 343 \\ {7}^{x - y} = {7}^{3} \\ x - y = 3$

${7}^{x + y} = 2401 \\ {7}^{x + y} = {7}^{4} \\ x + y = 4$

$x = \frac{7}{2} = 3.5 \: and \: y = 0.5$

so,

$\frac{x}{y} = \frac{3.5}{0.5} = 7$
