a1=9,b1=3,c1=13
a2=18,b2=6,c2=9
a1/a2=9/18=1/2
b1/b2=3/6=1/2
c1/c2=13/-9=-13/9
a1/a2=b1/b2 not equal to c1/c2
hence the linear equations are parallel and inconsistent
