if a ballon filled with air and its mouth united is released with its mouth in the downward direction it move upward why

If we blow CO2 in the ballon the balloon will come downwards because CO2 is heavier than air. But if we fill the balloon with HELIUM gas that will move upward because Helium is lighter than air .

Balloon will go upwards because it will eject air in pressure when it's mouth is released so by newton's third law ,an opposite force will act on balloon that will lift the balloon upwards
