Answer:

becoz a balloon is elastic and wants to withdraw it's smaller shape but the air inside restricts it to do so

but when the mouth is opened the balloon excrete all the air out then

there is a high pressure area created below the balloon so as high pressure always goes to low pressure

the pressure below the balloon goes up along with the ballon
