Step-by-step explanation:

If he wants to cheat both by 10% then he will have to buy at 10% cheaper rate and sell for 10% more

suppose the original price is "x"

then he will buy for 10% less ftom seller

90\% \: of \: x \: is \:  \frac{90x}{100}

now he will sell for 110% of the original price

110\% \: of \: x \: is  \: \frac{110x}{100}

profit

 =\frac{110x - 90x}{100}

 =  \frac{20x}{100}

this is 20% of the original price "x" so we can say he will make a profit of 20% oft he origibal price of the product
