Let 1 item is of 100 bucks

if you were Buying 3 item + 1 free

Marked price= 100*4 = 400 bucks

Selling Price(Actual price you're paying) = 300

Discount % = 25%

In Next case;

You're buying 2 item + 1 free

Marked price = 100*3= 300 bucks

Selling Price( Actual Price you're paying) = 200

Discount % = (MP- SP / MP) *100

= 100/300* 100

= 100/3= 33.33%

Additional Percentage of discount= 8.33%
