NO
Natural resource endowment of a country or a region may be directly linked to the living standards of the people even though it depends on the exploitation of the resources
Some regions Are endowed with natural resources but they have not realised their full potential
Some regions lack the technological know how to exploit their resources hence they remain in poverty
Therefore living standards of a people depends on the resource exploitation and not just it's availability
