If a crowd gathers at the place of earthquake what would be the difficulties in relief work

there will be more loss of life & property

bcoz there r to much people & it is impossible to move them away from that place quickly......

If a crowd gathers at a place of earthquake and it happens out to be a earthquake prone area with a lot of buildings around, then it would be difficult in evacuation and the place per se would be itself very dangerous.

For relief work and if the crowd is gathered in a big ground, then it will be very helpful.
