we know, 100ft = 30.48 metre
so, 3000 ft = 30 × 30.48 = 914.4 metre
hence, distance travelled = 914.4 m
speed = 40 m/s
we also know, time taken = distance/speed
= 914.4/40
= 22.86 sec ≈ 23 sec
hence, 23 sec time , he takes to to travel a distance of 3000ft.
