it depends on the number of people who choose not to vote and also the difference between the votes of the parties.if 20 people dont vote but the difference is maybe say 50 then it doesnt matter, but if those 20 people want A to win but dont vote assuming they will win but B wins by a difference of 10 votes.

hence depending on the senario it might change the results else not
