Given matrix A = [2 -3 -1 4]

Now 2A + 3B = 0

=> 3B = -2A

=> B = (-2/3)A

=> B = (-2/3)[2 -3 -1 4]

=> B = [2*(-2/3) -3*(-2/3) -1*(-2/3) 4*(-2/3)]
