no it is called ideal fluid
if a fluid cross uniform area in uniform speed then this is called turbulent flow
it has a limited speed called critical speed , above critical speed the liquid no more cross a cross-section area uniformly . this is called non turbulent flow
there is a factor VISCOSITY which is the attraction between the molecule of fluid
in ideal fluid there is zero viscosity so it cross uniformly
