Let, the value of c be, 'x'

a = x+(x*20/100)

= x+ x/5

= (5x+x)/5

= 6x/5

b = x+(x*60/100)

 = x+ 3x/5

 = (5x+3x)/5

= 8x/5

So, a is {(6x/5)/(8x/5)}*100

            = (6x*5*100/8x*5)

            =(3*100/4)

            = (3*25)

            = 75% of b
