we know that pressure = force / area
when a man stands on chair , then area of contact will be less . so pressure on chair will be more
as pressure is inversely proportional to area
so there are more chances for breaking of chair
whereas when person sits on chair , area of contact will be more , so pressure acting will be less
so there are less chances for breaking of chair
