24

Answer:

The number of elements is:

number of rows × number of columns.

So with 24 elements, the possible orders are all those orders a×b where the product a×b=24

1×24, 2×12, 3×8, 4×6, 6×4, 8×3, 12×2, 24×1

With 13 elements, the matrix must have order

1×13 or 13×1
