If a person is Bengali, is he/she from West Bengal or Karnataka?

If a person is Bengali, he might belong to west Bengal but not to Karnataka.
As according to the regional language of a state, Karnataka people are supposed to speak or have conversations in Kannada and people of west Bengal are supposed to speak in Bengali.
So why would a person who belongs to Karnataka speak Bengali?
But it should be noted here that the origin of the language is from West Bengal and there is a possibility of many Bengali people living in different parts of the country.
