Answer:
As per Collins Dictionary 'if a person is not interested in voting in elections it defines apolitical as "politically neutral; without political attitudes, content, or bias"
The ideal citizen is one who wants the nation to progress, prosper and be enlightened in front of the whole world. One can achieve this, if the person is in love with this country and thinks of it as his own home but not which he has ancestored or bought .These people are very hard to find. The Reader must be thinking that he who wrote this must have had copied it from some moral science book, but believe me it's truth and that's why you won't find any person with such qualities and esteem.
