if a plant is releasing carbon dioxide and taking in oxygen during day does it mean that there is no photosynthesis occurring

No, the photosynthesis is still occurring as the plant has CO2 stored inside it from the last time it took in CO2. It will utilize the stored CO2 while getting sunlight for photosynthesis.
