If a quantity B is a part of another quantity A, then, is it true to say that A can be written as the sum of B and some third quantity C?

ya! it's true to say that B is a part of A and it can be written as B+C=A

yes, it is true. 

According to the question, B is a part of quantity A. By Euclid's axiom, stating that "The whole is greater than the part" , we can say

That Quantity A is greater than quantity B. So definitely there will  be some quantity C by which A is greater than B. If we add C to B, we will get A back.

Hence, A= B+ C
