This is due to INERTIA OF REST:
The lower part of the body is in contact with the floor of the bus comes in motion alomg with the bus.
The upper part of the body remains in rest due to inertia of rest.

It is due to inertia of rest.
Lower part of our body comes into motion with the bus but the upper part tends to remain in motion. So when bust starts we feel backward force
