if a strip of blue Litmus Paper dipper in a solution remains blue, state whether the solution is acidic , base or neutral

The solution is neutral because neutral have property to remain the same colour of litmus paper dipped.
But when the solution is basic then also it will remain same because bases have property to change red litmus into blue but in condition when litmus is already blue so there will no change.
Remember that :
Acids changes blue litmus to red and bases red litmus to blue and if red is dipped in acids or blue in bases then it will remain the same

The solution can be both neutral and basic .
Both the answers are correct because whether it be basic or neutral the litmus paper will remain blue only. It's colour won't change.
