We use max number of notes with higher value so 7 notes of Rs.25

1 note of Rs.10

1 note of Rs.5

5 notes of Rs.2

So minimum we require 14 notes

Also Max notes can't be 99 as we require 1 note of every value (200/2 = 100 notes of Rs.2 is needed if we use only Rs.2)

Maximum notes are :

1 note of Rs.25

1 note of 10 rupees

1 note of 5 rupees

80 notes of Rs.2

So maximum notes are 83

Hence Total notes has to be between 12 and 84

So it leaves only one option which is 28

So correct answer is option (2)
