If a tertiary Carbocation is most stable then why its so reactive? (Only answer this if you know correct reason behind it).

Primary and some secondary alkyl halides don't undergo SN1 reactions. That doesn't mean that the corresponding cations are less reactive — it means they are more reactive, and so harder to form. ... So, a reaction with tertiary carbocation can proceed as the intermediate is stable in a polar nedium.
