Let the distance be 'D' and usual time be 'T'
At 45 km/hr, it reaches destination 10 minutes late
D = 45*(T + 10/60)...(i)
At 55 km/hr, it reaches 3 mins late
D = 55*(T = 3/60)...(ii)
Since, D is same equate (i) & (ii)
45*(T + 10/60) = 55*(T + 3/60)
9*(T + 10/60) = 11*(T + 3/60)
9 T + 90/60 = 11 T + 33/60
11 T - 9 T = 90-33/60
2 T = 57/60 = 19/20
T = 19/40 hours OR 19/40 *60 = 28.5 mins
T = 0.475 hrs = 28.5 mins
Hope it helps.
