Yes we know that each action has an equal and opposite reaction.
When the cart is being pulled by a horse then the horse is also being pulled by the cart.If each action has eqal and opposite reaction, then the horse should stop moving so the cart.
But it in the other hand it depends on the weight and mass of the cart and on the power of the horse.If the power of the horse is more than another then it will pull the cart.
