according to question,

x + (x - 28) = 90

x + x - 28 = 90

2x - 28 = 90

2x = 90 + 28

2x = 118

x = 118/2

x = 59

Hence, it's complement= 59 degree

and it's measure = 59 - 28 = 31 degree.
