for example : The atomic number of silicon is 14. Its electric configuration is 2 , 8, 4. So it may 4 lose electron then its electric configuration will be 2, 8 but when gain 4 electron then its electric configuration will be 2, 8, 8 and in both this case, it's outermost shell will become octet which means 8 electrons.

So , it depends on an atom that it may lose or gain electrons to make its outermost shell octet.
