First of all,your question is wrong.It should be.........If an element Nitrogen has a valency of 3.Then find out the valency of chlorine and sulphur.

Since sulphur has a electronic configuration of 2,8,6.So to attain its octet structure it can gain 2 electrons to become stable.Hence its valency is 2-.
Similarly valency of chlorine is 1 as it can 1 gain electron to become stable.
