Just factorise the polynomial. As it is a quadratic polynomials so obviously there will be only two zeroes :
3 x square - 7x -6
= 3x square +2x -9x-6
=x(3x+2) +3(3x+2)
alpha = -2/3
beta = -3
Now find your answer :
a4 +b4= (-2/3)4 +(-3)4
= -8/27-27
= (-8 -694)/27
= -702/27
