The fundamental characteristic of an acid is to produce H+(hydronium)ions. This is possible only when it is soluble in water. For example, pure HCl is a gas which can not turn dry blue litmus paper to red due to non availability of H+ ions.
However, it can do this under two situations: (1) either the litmus paper is moist or (2) HCl gas is dissolved in water to give HCl(aqueous) means hydrochloric acid! In both of the above situations, H+ ions are present.
