Answer:

The earth has been much, much warmer in the distant past than it is today, and life flourished during those time periods. There was five times as much CO2 in the atmosphere when dinosaurs were roaming the earth and there was no ice cap on Greenland. The Cambrian Explosion happened during a time when the earth was much warmer and atmospheric CO2 was much higher than today. If it hadn’t been for a giant meteor slamming into present-day Mexico, setting half the planet on fire, and killing those big beasts, human beings probably wouldn’t even exist today.

So along come us humans in the past few seconds (geologically speaking) and we build a bunch of cities on flat land five feet from the ocean. In some places, like Florida, we build dikes to drain water off of swampland and then build cities right where there used to be several feet of water before the artificial dikes were built. And then if flooding happens there (where flooding has always happened), we act surprised and/or panic.
