If democracy means government of the people, for the people and by the people why can't every person behave in a way he/ she wants to?

every person can behave in a way he want to....but due to diversity of our country we need to sacrifice something....bcoz we want our country to be united.right??so it doesn't mean that we'll behave in any way just bcoz ,we live in democratic nation.
