let n be the numerator of the given number.then no=n/(n+8).
after increasing numerator by 17 and decreasing denominator by 1,
(n+17)/(n+7)=3/2   (given)
after cross multiplication,
(n+17)*2=3*(n+7)
2n+34=3n+21
n=34-21=13
so no=13/21

Let the numerator be x
Hence denominator is (x+8)
According to question
(x+17)/x+7)=3/2
3x+21=2x+34
x=13
So the fraction is 13/21
