This is a really nice question ! The thing is that we all know that the surface and much above the surface we have atmosphere, due to which air being all around also being a fluid exerts what's called a buoyant force as you might have learnt in the Archimedes principle, this ultimately makes the hot air balloons rise up where the buoyant force of the air on the balloon becomes larger in magnitude than the magnitude of gravitational weight (pull) which makes the balloon accelerate up due to an unbalanced force pair.
