Maybe this can be a reason.
Oil floats on water so if we pour water the oil will quickly float on water and oil will continuously burn.

When a fire is caused by oil then it shouldn't be put out by water. Water contains oxygen and oxygen supports combustion. So pouring water will lead to more fire in cases of fires caused by oil and electricity.So fire extinguishers should be used or dry sand or a lot of dry baking soda.
