You can unblock someone only on the website (brainly.in)
Here are the steps that you need to follow to unblock:
> Click on the user's profile whom you have unblocked.
> Now the profile of the user will be opened.
> In the profile click on " Write a message"
> Over there you can find a option named do you want to unblock the user.
> Click on unblock.
Done!

Maybe it is a bug. I guess the website is getting updated

FIRST GO TO THE PROFILE WHOM U HAVE BLOCKED. AND AFTER U CAN OBSERVE ON SHE'S/HER'S PROFILE WRITE A MESSAGE OPTION IN BLUE COLOUR. JUST PRESS ON WRITE A MESSAGE OPTION. AND NEXT U CAN SEE AFTER PRESSING UNBLOCK OPTION IN BLUE COLOUR BOX. JUST CLICK ON THAT. AND AFTER CLICKING U CAN START THE CONVERSATION WITH UR FRIEND.
