Probably, yes. If you can stop time, it means you can control or manipulate time in some way. Which should enable a possibility to move to the future or past, as that is also manipulating time, just in a different way. That's just my view.

If you stop the time you are still at that time you can be at many places at that particular time but you can't move to future or past.
If you wish to move to future or past you would have to skip or move back in the time to see future or past.
