The no. of longitudes between 30°W and 60°E is 60+30= 90°
It takes 4 minutes to cross one longitude.
For crossing 90 longitudes, the time taken will be 90×4=360 minutes=6 hours
As are moving towards west, time is to be substracted.
So, time at 30°W longitude is 12-6=6 hours or 6 a.m.
