Beacause the earth covers one rotation in 24 hours and there are total 360 longitudinal lines on the earth .So,there is a difference of 4 minutes for every degree of longitude (24*60)/360 or difference of 15 degree longitude for 1 hour (15*4).

Since,we are talking about 15 degrees “west”,therefore, it will be 1 hour behind the Greenwich!
