from new area the answer is here.. in the pic it is wrong.

new area = (23x/20)(9y/10)
=207xy/200
% increase=[ (207xy/200)- (xy) /xy] ×100
(207xy- 200xy) /200× (1/xy)× 100
=7/200 × 100
=7/2
3.5%

formula used for %increase is =
[(new value -original value)/ original value] × 100
