it means that x^(-3/2) = 1/8   ( x^y -denotes x to the power y)
 
so as x^(-y) = 1 / (x^y)

x^(3/2) = 8
 Now  take the power to the other side(in simplistic terms)
=> x = 8^(2/3) = (8^(1/3))^ 2 = 2^2 = 4

so x = 4
