If octet rule is outdated and if certain elements become stable forming 5 bonds(PCl5) ,and what we use in organic chemistry also is octet rule only! So does this mean what we are studying is wrong? Do all atoms does not want nearest noble gas configuration then?

The Constitution of Nepal create National Natural Resources and Fiscal Commission (NNRFC) as a constitutional organ of Nepal because of the following reasons:

1. NNRFC determines the measures of distributing the revenue(income) from the federal consolidated fund to all level government (federal, provincial, local).

2. NNRFC suggests for scientific distribution of the grants and meaningful taking of internal loans to the provincial and local governments.

3. NNRFC suggests on minimization of disputes that may arise during the distribution of natural resources between the federation and province, between the provinces, between a province and local level entity or between local level entities,etc.
